Announcement of Ministry of Commerce of the People’s Republic of China

The former Ministry of Foreign Trade and Economic Cooperation issued announcement NO.15, 2000 on Dec 18, 2000, announcing to start
imposing anti-dumping duties on cold-rolled stainless steel sheets originating from Japan and the Republic of Korea, the duration
of which is 5 years as from Apr 13, 2000. Some of the exporters and manufacturers had signed prices contracts with Ministry of Foreign
Trade and Economic Cooperation.

In March 2003 the newly organized Ministry of Commerce was authorized to carry out anti-dumping investigations during the first session
of the National People’s Congress. And Ministry of Commerce issued Announcement No. 56, 2004 on Oct 13, 2004, announcing that if
the termination of anti-dumping duties may leads to a continuous or recurrent dumping and injury, the time limit of anti-dumping
duties may properly prolonged, and as from the issue of the announcement, domestic industries may put forward review application
in written form to Ministry of Commerce 60 days before the termination of the former anti-dumping measures.

On Feb 6, 2005, Ministry of Commerce received formal final review application of Taiyuan Iron and Steel (Group) Co., LTD, Shanghai
Krupp Stainless Co., LTD and Shanxi Jingzhong Wanbang Industrial Tradeing Co., LTD, who represent China cold-rolled stainless steel
sheets industry to apply for final review on anti-dumping measures for cold-rolled stainless steel sheets originating from Japan
and the Republic of Korea. In accordance with relevant regulations of Anti-dumping Measures of the People’s Republic of China, Ministry
of Commerce carried out relevant investigations, finding out that the above three enterprises are qualified to represent domestic
cold-rolled stainless steel sheets industry; and their application letter includes required contents and relevant evidences for registration
of the anti-dumping review investigation in line with item 48 and 49 of Anti-dumping Measures of the People’s Republic of China.

In accordance with above investigation results and item 49 and 51 of Anti-dumping Measures of the People’s Republic of China, Ministry
of Commerce decided to carry out final review investigation on cold-rolled stainless steel sheets originating from Japan and the
Republic of Korea as form Apr 8, 2005. Related matters are now announced as follows:

The rechecked period is from Jan1, 2004 to Dec 31, 2004 and the industry injury investigation period is from Jan 1, 2000 to Dec 31,
2004.

The scope of the commodities is equal to the commodities regulated in the former Ministry of Foreign Trade and Economic Cooperation
Announcement No.15, 2000 with the PRC customs import tariff code (2005) of 72193100, 72193200, 72193300, 72l93400, 72193500, 72199000,
72202010 and 72202090￿￿

This final review investigation starts on Apr 8, 2004 and usually will be ended before Apr 8, 2006.
