Tax Policy on Resource of Molybdenum Ore and Other Resources

The Financial Offices (Bureaus) in all the provinces, autonomous regions, municipalities and separately listed cities, local taxation
bureaus:

In accordance with related regulations of Provisional Regulations of the People’s Republic of China on Resource Tax, and the practical
situations of related enterprises, decisions are made as follows:

1.

Preferential policy of 30% Resource Tax off on the non-ferrous metal ore shall be abolished.

2.

Resource Tax Policy on Iron ore shall be temporarily reduced to 60% of the standard.

3.

Resource Tax Policy on Molybdenum Ore shall be adjusted: 8 yuan per ton for first grade, 7 yuan per ton for second grade, 6 yuan per
ton for third grade, 5 yuan per ton for forth grade and 4 yuan per ton fifth grade.

4.

Resource Tax Policy on Manganese Ore shall be adjusted to 6 yuan per ton.

5.

This announcement shall be implemented as of January 1, 2006.

Announcement No.101, 2005 of the Ministry of Commerce, the General Administration of Customs of the People’s Republic of China

In accordance with Administrative Measures on Automatic Import Permission of Commodities, Ministry of Commerce adjusted commodities
under administration of automatic import permission. Here announce Automatic Import License of the new version and its column explanations,
Catalogue of Commodities under Administration of Automatic Import Permission of 2006(Catalogue I, Catalogue II and Catalogue III),
Name List of Authorized License-releasing Organs, and Special Seals for Newly Added Automatic Import License in Catalogue I(sample),
which will take effect as from Jan 1, 2006.

For enterprises￿￿ convenience of declaration at the beginning of a year, license-releasing organs will not release Automatic Import
License of the current year, but begin to release Automatic Import License (Catalogue I and Catalogue II) of next year after Dec
25 each year. Please enterprises that need to make declaration before the end of the year apply for Automatic Import License of the
current year before Dec 25.
