Whereas the Governor in Council, on the recommendation of the Solicitor General of Canada, is satisfied that there are reasonable grounds to believe that each of the entities on the list established by the annexed Regulations Establishing a List of Entities has knowingly carried out, attempted to carry out, participated in or facilitated a terrorist activity or is knowingly acting on behalf of, at the direction of or in association with an entity that has knowingly carried out, attempted to carry out, participated in or facilitated a terrorist activity; Therefore, Her Excellency the Governor General in Council, on the recommendation of the Solicitor General of Canada, pursuant to subsection 83.05(1) Footnote a of the Criminal Code , hereby makes the annexed Regulations Establishing a List of Entities . TAIT Deputy Attorney General To All to Whom these Presents shall come or whom the same may in anyway concern, Greeting: A Proclamation Whereas, by Order in Council P.C. 1986-2345 of October 16, 1986, the Governor in Council declared that, in accordance with Article XXIII of the Convention on Social Security between Canada and Luxembourg, signed at Ottawa on May 22, 1986, the Convention shall enter in force in Canada on the first day of the third month following the month in which the instruments of ratification are exchanged; Whereas the said Order in Council was laid before Parliament on October 28, 1986; Whereas, before the twentieth sitting day after the said Order in Council was laid before Parliament, no motion for the consideration of either House, to the effect that the Order be revoked, was filed with the Speaker of the appropriate House; Whereas, pursuant to subsection 42(2) of the Old Age Security Act , the said Order in Council came into force on December 16, 1986, being the thirtieth sitting day after the said Order in Council was laid before Parliament; Whereas the instruments of ratification were exchanged on January 30, 1990; Whereas the Convention entered into force on the first day of the third month following the month in which the instruments of ratification were exchanged, being April 1, 1990; And Whereas, by Order in Council P.C. 1990-864 of May 10, 1990, the Governor in Council directed that a proclamation do issue giving notice that the said Convention came into force on April 1, 1990; Now Know You that We, by and with the advice of Our Privy Council for Canada, do by this Our Proclamation declare that the Convention on Social Security between Canada and Luxembourg, signed at Ottawa on May 22, 1986, a copy of which is annexed hereto, came into force on April 1, 1990.
